INTRODUCTION:
As a consequence of devolution of power plan in 2001, the Department of Literacy came into existence.It was for the first time in the history of Pakistan, that a separate department of “Literacy” has been established to accelerate efforts for promoting literacy through non- formal means in collaboration with NGOs and Civil Society Organizations
MISSION
Eradication of illiteracy within minimum possible time.To achieve 100% literacy ratio in District Lahore by 2015
VISION
Making people literate without any gender discrimination by providing an easy access to non-formal education facilities at their doorsteps.
FUNCTIONS
- To plan, execute and monitor projects relating to literacy.
- To establish and manage non-formal basic education centres.
- To establish skill development centres for women age group of 15 to 25 years.
- To establish Adult literacy and Skill Development Projects.
- To provide books and learning material, Learner Kit and Centre Kit, to all students free of cost.

Note: Before starting the above-mentioned schemes survey was conducted individually for each scheme to assess the need of starting centres in the areas suitable for achieving the purpose of raising the literacy rate. By the introduction of three Adult Literacy Schemes 40,000 Adults were imparted Adult Literacy.
From the two Non-Formal Basic Education Schemes about 14,000 children are being benefited and these schemes are still on-going. Since the introduction of Literacy Department from 2001 30% enhancement in Literacy Rate has been achieved in District Lahore and efforts are being made to enhance it further to achieve the goals dacar declaration i.e. achievement of 100% literacy rate by the end of 2015.

This scheme was completed in two phases. 1 st seven months were reserved for fundamental literacy training to enable the Adult/street wanderings students the awareness of reading and writing. Where as the remaining 5 months were kept for vocational/skilled training in various professions. A picture of the situation/out put of this scheme is given graphically on Performa enclosed.
ADP SCHEMES 2004-2005
The Literacy Department City District Government, Lahore is working on the following (on going schemes) during the current financial year i.e. 2003-04.
Establishment of 100 NFBEC in the District Lahore, the scheme is purely refunded from the City District Government, Lahore. The allotment of center has been made to various NGOs/Nazims Union Councils the detail is as under:-

The scheme is going on successfully and like all other schemes basic teaching materials to the learners/students and salaries to the teaching staff are being provided from the budget of City District Government, Lahore. It is expected that at the end/completion of this scheme a total No. 2000 students will become basically learner.
ESTABLISHMENT OF 124 ADULT LITERACY AND VOCATIONAL CENTERS FUNDED UNDER ESR BY THE FEDERAL GOVERNMENT
This scheme is going on since 15-05-2004 and is a revival of similar scheme was completed during the financial year 2003-2004. Allotment of centers has been completed by distribution the same amongst various registered NGOs having a good reputation in the public. The detail of said scheme is as under:-

This scheme is revival of scheme No. 1 which was completed during the year 2003-2004 and procedure/duration of this scheme is the same as already indicated against scheme No.1. After the completion/finalization of this scheme it is expected that a No. of 3720 student/beneficiaries will get the necessary training as proposed.
ESTABLISHMENT OF 334 NFBE CENTERS IN THE DISTRICT (2004-2005)
This scheme is funded by the provincial government and theme of this scheme is to educate the street wandering low age students of the age of from 5 to 14 years up to the primary stander within a given period of 40 months. This scheme is functioning since 1996 and detail thereof is as under:-
