Introduction:
MISSION
To boost up Agricultural production in Lahore District through :
- Improved Agricultural Extension services
- Improving the conveyance & application efficiency of irrigation system with the help of improvement of water courses and laser land leveling
- Improving the health status of livestock, introducing high yielding breeds of milk and ,meat, introducing high yielding poultry birds and maintaining better health standards of poultry birds.
- Increasing the forest cover by raising nurseries and plantations of forest species in both government & private land and improving fish production by providing technical services to fish farmers.
VISION
Developing Lahore District to be self sufficient in its food requirement and reducing the its dependence upon other areas for supply of grains, fruits, vegetables, Milk ,meat, Poultry products, wood and fish by 2010.
As a consequence of devolution of power plan in 2001, the Department of Executive District Officer(Agriculture), came into existence
Agriculture plays an important role in the economy of a nation and accordingly, for Pakistan, it contributes up to 25% in the National GDP. Component wise 34% comes from crops, 11.4% from Livestock, 4% from fisheries 1% from Forests. It is worth noting that about 75% of the total foreign exchange is being attracted by Agriculture directly and indirectly.
Lahore, comprising 435569 acres of total land owns about 319000 acres of cultivated part whereupon about 140000 acres of Wheat, 95000 acres of Rice, 90000 acres of Fodder about 10000 acres of vegetables are grown annually/seasonally alongwith 5000 acres of gardens. Out of total 34700 farm families, 85% command farms of the size 1 to 12.5 acres. There are about 6500 private tubewells, which are assisting in irrigation of about 80000 acres of cultivated land in addition to 172000 acres being irrigated through canal water supplies. The farming community is keeping 250000 buffaloes, about 85000 cows, about 67000 sheeps and goats and more than 18,00,000 poultry birds which are serving as a big source of milk and meat to cater for the need of the inhabitants. The area under Forest is about 3500 acres whereas more than 200 Fish farms are being managed by the private farmers.
It is, however, worth consideration that compared to the level of achievement in each sector attained by advanced farming communities, definite scope exists for further improvement. The demand of over-whelming population of the District as well as Country further entrusts a serious responsibility upon all the stake holders to make their utmost effort for judicious use of all available resources. Keeping it in view, the Field Staff has obtained, both extensive and intensive orientation of the field problems. Accordingly, a number of development schemes have been launched and completed by each wing, which have been highly acknowledged by the farming community of Lahore particularly, the Nazims of Rural Union Councils.
It is indeed highly encouraging to note that sincere efforts have been made by the District Officers of Agriculture under the able leadership and captaincy of Mian Amir Mehmood, District Nazim, Lahore and efficient monitoring and guidance of Khalid Sultan, District Coordination Officer, Lahore. Thus promising all the wings related to the Agriculture Department, City District Government,, as given in forthcoming pages, have made achievements, Lahore during the passed three years of devolved Local Government System.
Functions OF EDO AGRICULTURE:
- Ensure that the business of the group of offices under his Administrative control i.e Agriculture Extension, Water Management, Livestock Development Forests and Fisheries wings
- is carried out in accordance with laws and the rules under the overall guidance of District Nazim.
- Ensure that the human and material resources placed at his disposal are optimally utilized.
- Coordinate and supervise the activities of the offices and ensure efficient service delivery by the functionaries under his administrative control.
- Keep linkage with the Monitoring Committees of the Zila Council and take appropriate corrective actions based on the information received from the members
- Prepare development schemes for ADP of the district and manage for the their timely completion
- Implement plans, policies and strategies approved by District Administration

AGRICULTURE EXTENSION WING:
Since as a result of extension work during last few decades, some farmers have adopted production technology quickly as compared to others, agriculture extension services have become real need of the farmers. Moreover, some farmers are using fertilizers, pesticides and other inputs in light doses at wrong times, whereas, others are over dosing and still others are under dosing these essential inputs. Similar variations can also be noticed in sowing methods, weed control, irrigation practices and other production factors. Due to this diversified and stratified profile of farmer, there is need of intensive interaction between extension workers and farmers.
ON FARM WATER MANAGEMENT:
Irrigation system of district Lahore comprises of seven major distributaries, 15 minors, and about 600 watercourses. This system of irrigation is more than century old and has deteriorated to such an extent that more than half of gross inflow is lost during transit. This water loss attributes to the transit losses (30%) in the poorly maintained community watercourses and application loss (25%) in the unleveled field at farm level. Poor quality groundwater and over mining (lowering of water table) is another potential threat to the farmers of district Lahore. There is, therefore, dire need to enhance the land and water productivity by utilizing every inch of land and each drop of available water efficiently and judiciously. On Farm Water Management was devolved as one of the wings of the Agriculture Sector in the districts during 2000-01 to achieve the above mentioned goal through active farmers participation.
LIVESTOCK DEVELOPMENT WING:
Livestock sector occupies a pivotal position both as a source of providing animal protein and earning foreign exchange by exporting Livestock products. It inevitably plays an important role in the socio-economic life of the rural groups. This sector not only provides animal proteins and fat for human consumption but also provides bulk of motive power for agriculture operations. As a sub sector it comprises around 49 percent of the G.D.P. contributed by the Agriculture sector, whereas its contribution to the total G.D.P. is about 11 percent.
FOREST WING:
The major objective of Forest wing is to help the people to raise private nurseries on private land. For this purpose farmers are guided to purchase polythene stubs and seeds from the market. The technical advice is given to them about various operations like weeding, shifting etc.
FISHERIES WING:
Pakistan, like most of the developing countries, suffers from protein deficiency in the diet of the people. The problem is becoming more and more acute with the increase in population. Possibilities of increasing meet production are limited because of scanty pasture space and competition of animals with humans for diet. Increase in fish production through aquaculture (fish culture) could be an important source of animals protein. A significant contribution has been made in this regard by the Department of Fisheries, by making the masses feel the importance of fish culture on scientific lines.
The farmers, who are interested in establishing new fish farms at their land, are assisted in evaluation of their resources such as soil type, water quality and financial status and are helped in development of new farms.

- To help in achieving targets assigned to each wing.
- Play a leading role to increase the agriculture potential in the area of City District Government, Lahore.
- To watch the interest of City District Government in utilization of District resources.
- Play a leading role in accomplishing the development schemes.
